National Metrology Technology Committee for Satellite Navigation Applications was Established in Beijing
On April 2, National Metrology Technology Committee for Satellite Navigation Applications held the opening ceremony in Beijing, determining the committee protocol and its implementing regulations through on-the-spot vote and discussing the work plan in 2018.
The establishment of National Metrology Technology Committee for Satellite Navigation Applications was approved officially on January this year, and the Secretariat was set in Beijing Institute of Metrology.
The chairman of the Committee was presided by Yao Ping, deputy director of Beijing Municipal Administration of Quality and Technology Supervision. The first committee group comprises 34 technical committees, including technical personnel from provincial and commercial metrology technology organizations, universities and colleges, leading enterprises in navigation industry etc.
Du Yuejun, deputy director of General Administration Quality Supervision Inspection and Quarantine of the People’s Republic of China, said at the opening ceremony that satellite navigation application industry was China’s strategic emerging industries. Metrology was a crucial part of national quality basis, so the establishment of the Committee was of great significance.
Firstly, the demands of satellite navigation application fields for metrology technology standard should be reorganized. Secondly, the Guiding Opinions of the State Council on Starting Quality Improving Actions should be implemented. Thirdly, the technical support of metrology technology standard and metrological experts in industry development should be fully utilized. Fourthly, China-made products and service quality reform in satellite navigation application fields should be promoted. Fifthly, the satellite navigation application industry should be promoted, accelerating its industry to step into high-quality era.
Yao also said that, the job of the Committee was to provide accurate technical data for manufacturing enterprises, metrology technical organizations, and industry users, thus providing better support services for Chinese satellite navigation industry. It would not only benefit the demands of high-end customers both in China and on the Belt and Road, but expand the service to wider and broader areas and fields.
As the satellite navigation was applied in scale to key industries such as public safety, transportation, disaster relief, energy, meteorology, territorial resources, environmental protection, mapping and exploration, emergency rescue etc, especially in public areas like vehicle, ship, agriculture, mechanical control, individual consumption, the demands for metrology measurement technology were increasing and becoming harder, and the parameters and programs that needed testing were more and more complicated and professional.
Particularly, with the emergence of new products and new formats such as online ride-sharing services and sharing bicycles, the demand for metrology was also increasing.
Thus, the Committee would strengthen the communication and cooperation with related industries and technical organizations to promote the integrated development of metrology and standard through active exploration. Besides, the interconnectivity system of metrology and measuring work should be built, and the metrological technology standard framework in satellite navigation application should also be designed, ensuring that the formulation and reformulation of metrological technology standard could actually promote the social economic construction, industrial development supporting and services to enterprises, thus accelerating the development of satellite navigation application industry.
It is reported that in 2018, the Secretariat of National Metrology Technology Committee for Satellite Navigation Applications has drafted 7 terms of the protocol regulations in emerging application promotion in sharing bicycle smart locks, wearable GPS devices etc., and has designed and built the metrological technology standard framework in satellite navigation application.
